Rule set before testing: the worst of C1 install, C2 run models locally, C3 OpenAI compatibility and C4 local privacy. C2 and C4 were V1, so the verdict is V1. Structured outputs (C5) was not core; it counts in the score only.
Scope. One small model (Qwen2.5 1.5B, Q4_K_M) on a shared 8-core CPU with no GPU, basic API calls only. We did not test GPUs, large models, cloud models, tool calling, vision, or the Anthropic-compatible API. The download failure comes from our network's DNS; on a normal home connection 'ollama pull' probably works.
Installed with the one-line command (after adding zstd, which the installer asked for) and ran a model fully on our CPU: 10/10 known answers, the official OpenAI client worked 4/4 unchanged, JSON-schema output valid 10/10, and prompts work with no network at all. But 'ollama pull' failed on our network, and the server makes a small outside call at start-up unless you turn cloud features off.

Claim by claim
One-line install: curl -fsSL https://ollama.com/install.sh | shWorks
Worked, no account. It needed zstd first (the installer said so clearly; the Linux page does not), and on a computer without systemd you start 'ollama serve' yourself even though the installer says the API is available.
Runs open models locally (ollama run / pull)Partly
Running locally worked: 10/10 known answers on CPU. But 'ollama pull' from the default registry and from hf.co both failed on our network (download redirect to a 198.18.x.x proxy address refused), so we used the documented GGUF import. Our network caused this, but anyone behind a fake-IP proxy will hit the same wall; under our pre-set rule a non-default route is V1.
OpenAI compatibility: OpenAI clients work against the local server, API key ignoredWorks
4/4 with the official openai Python client: chat, streaming, model list, any dummy key. We tested only these basics, not tools/vision/embeddings.
"We don't see your prompts or data when you run locally"Partly
0 outside connections while answering 25 prompts, and prompts work with no network. But the server makes 2 outside HTTPS calls at start-up (before any prompt; we cannot see their content). Turning cloud features off (OLLAMA_NO_CLOUD=1) stopped them. Our pre-set rule makes any such outside call V1.
Structured outputs enforce a JSON schemaWorks
10/10 answers valid JSON matching the schema (facts inside often wrong: small model).

The full report
Full result
Partly works, mostly because of things you will hit around the edges, not the core. Once a model was loaded, Ollama did what it says on our CPU: correct answers to 10 of 10 known questions, the official OpenAI client worked unchanged, JSON-schema output was valid every time, and it answered with no network at all and sent nothing out while answering. The rough edges: the installer needed zstd (not on the install page) and, without systemd, does not start the server it says is running; 'ollama pull' could not download from our network (a proxy-style DNS that Ollama refuses for safety), so we imported the model file by hand; and the server makes outside calls at start-up unless you set OLLAMA_NO_CLOUD=1. Speed on our shared 8-core CPU with a 1.5B model was usable for short answers (about 17-26 tokens/s) but uneven.
The test task and exact input
Fixed before installing (plan committed 08:47 UTC+8, commit 618240e). Core claims C1-C4, pass marks: C1 install: the one-line installer exits 0, ollama -v prints a version, the server answers, no account asked (V2), or only after a workaround we have to invent (V1). C2 run models locally: pull a small model (qwen2.5:1.5b) from the default registry and answer 10 fixed questions with known answers (17*23=391, capital of Australia, symbol for gold ...); if the default registry does not work from our box and we need another route, V1. C3 OpenAI compatibility: official openai Python client pointed at localhost: chat, streaming, model list, any dummy key, 4/4 for V2. C4 local privacy: 0 outside connections while answering prompts and prompts work with no network (V2); if the server makes other outside calls (update or cloud checks), V1. C5 (not core) structured outputs: 10 prompts with a JSON schema, 10/10 valid for V2.

- Captured the install page, docs (OpenAI compatibility, FAQ, structured outputs, import) and pricing; wrote the plan and known answers; committed them (08:46-08:47)
Observed: Pricing: local use free and unlimited; cloud models from a Free plan with starter credits up to Team $500/month. - C1: ran the one-line installer exactly as written (08:47)
Observed: Stopped after 1 s: 'This version requires zstd for extraction. Please install zstd'. The Linux page does not mention zstd. After apt-get install zstd it finished in 14.6 s (exit 0). It said 'The Ollama API is now available at 127.0.0.1:11434', but no server was running: it had warned 'systemd is not running' (our box has no systemd). 'ollama serve', as in the manual-install docs, started it: 'Ollama is running', version 0.40.8. No account asked. - C2: ollama pull qwen2.5:1.5b, then the same model via hf.co/ (08:49-08:52)
Observed: Both failed after about 65 s: 'redirect target not allowed: ...r2.cloudflarestorage.com resolves to non-public 198.18.0.1' (hf.co: us.aws.cdn.hf.co). Our box's DNS answers every outside name with a 198.18.x.x proxy address, and Ollama refuses download redirects to non-public addresses. Others report the same error behind fake-IP proxies such as Clash. Documented fallback: imported the same model's GGUF file (from Hugging Face with curl) with a one-line Modelfile and ollama create: 3 s. - C2: 10 known-answer questions, temperature 0 (08:52-08:53)
Observed: 10/10 correct (391, Canberra, Au, 366, 1024, Jane Austen, Jupiter, Water, 12, 100), all run on our CPU. Speed: most short answers 17-26 tokens/s, two short answers stalled 4-5 s, one 244-token answer ran at 5.7 tokens/s (prompt reading 424 tokens/s). The computer was shared with other agents, so take the speed as rough. - C3: official openai Python client (3.37.0) with base_url http://127.0.0.1:11434/v1 (08:53)
Observed: 4/4: chat answered 391 with usage counts; streaming came in 12 chunks; models.list showed the model; a different dummy key ('x') worked too. - C5 (not core): 10 prompts with a JSON schema {name, year, country} (08:53-08:54)
Observed: 10/10 valid JSON that passes the schema. The facts inside were often wrong (e.g. Shakespeare 'born 1452'): that is the 1.5B model, not Ollama. - C4: strace on the server for the whole session; then a second server inside a network namespace with no network (08:49-08:55)
Observed: While answering all 25 prompts: 0 connections to anything except 127.0.0.1. With no network at all: 3/3 questions answered correctly. But at start-up the server made 2 HTTPS connections to the outside (in the same instant as its 'model recommendations cache' log line), before any prompt. With OLLAMA_NO_CLOUD=1 (the documented local-only switch) start-up made 0 outside connections.
Failure modes seen5 items
- 'ollama pull' fails behind DNS that returns private or proxy addresses (198.18.x.x fake-IP, common with Clash-style proxies): 'redirect target not allowed ... resolves to non-public'. Workaround: download the GGUF file and import it with a Modelfile.
- The installer stops if zstd is missing; the Linux install page does not say you need it.
- Without systemd the installer still prints 'The Ollama API is now available at 127.0.0.1:11434', but nothing is running until you start 'ollama serve'.
- The server connects to the outside at start-up (a 'model recommendations' fetch, by its log) unless OLLAMA_NO_CLOUD=1 is set.
- Speed was uneven on our shared CPU: two short answers stalled 4-5 s; a 244-token answer ran at 5.7 tokens/s.

Lowest-access way to try it
L0. On macOS/Linux: curl -fsSL https://ollama.com/install.sh | sh (install zstd first on Linux), then ollama run qwen2.5:1.5b. If pull fails with 'resolves to non-public', download a GGUF from Hugging Face and run ollama create with a Modelfile 'FROM ./file.gguf'. Set OLLAMA_NO_CLOUD=1 if you want no outside calls. Apps can use http://localhost:11434/v1 with any API key.
